The Executive Director shall be the principal executive officer of the Pool and will act on behalf of and report to the Board of Directors. The Executive Director shall supervise and control the day to day operations of the Pool and shall carry out the policy of the organization as established by the Board. These duties include providing administrative leadership, implementing and monitoring policies, marketing, financial analysis, vendor management, serving as board and member liaison and program development. GENERAL RESPONSIBILITIES 1. Plans, coordinates, directs and evaluates all programs and operations in compliance with the Organization’s Agreement and By-Laws, Board policies, Mission Statement and Goals, as well as all relevant Federal and State laws. Identifies needed changes and recommends and/or institutes corrective measures. 2. Directs the development, implementation and maintenance of financial operations, marketing and membership, information systems, underwriting, education and training, communications, legal and administrative functions. 3. Formulates and implements administrative policies and procedures necessary to carry out activities. 4. Oversees, directs and coordinates activities of consultants/service providers, including actuaries, auditors, administrator, brokers, attorneys and financial advisors and evaluates their performance. Oversees all contractual/consulting arrangements as authorized by the Board for compliance and audit. 5. Closely monitors all financial activities and funds of the Organization, prepares budget, supporting budget documents, implements budget, prepares any financial or compliance reports that may be required by the Board or regulatory agencies; authorizes/signs checks and legal/financial documents for the organization. 6. Participates in all meetings of the Board and its Committees, makes regular reports to the Board and to Committees as necessary, provides staff support to Committees in carrying out their function as appropriate. 7. Works with legal counsel in all litigation/legal matters; keeps Board advised as appropriate. 8. Prepares specifications, solicits proposals and negotiates terms for products and services at the direction of the Board. Executes necessary contracts and agreements. 9. Acts as a general resource and is available to all members on matters pertaining to the Pool. Meets with members as on a regular basis. . 10. Performs other duties as assigned by the Board. PROFESSIONAL EXPERIENCE AND QUALIFICATIONS Qualifications for this position are normally acquired through at least ten years of executive level experience in a leadership role for a risk management and/or insurance related organization. Experience in the areas of risk management, multi-line insurance, and alternative risk financing structures, reinsurance negotiations, and service delivery to the governmental community and within the pooling environment are desirable. The key criteria are excellent leadership, management and communication skills along with the ability to plan, organize, direct and supervise the functions and activities of the Pool to meet its goals and objectives.
